Whitney And Ray-J hit up the DC area yesterday and got on the radio with Angie from 93.9 WKYS. He was asked specifically about his rumored over the phone proposal to Whitney, and he flat out denied it. Unlike with his recent Essence.com interview where he beat around the bush and played coy about the question.
